Tommy Fetzer is a double amputee who dates Judy Niven in late 1983.

Tommy was a popular student at Geneva High School until "he'd piled his car up against a light pole drag racing one night. He'd lost one leg below the knee, the other above. Though he'd been fitted for artificial legs, he said he wasn't comfortable wearing them; he preferred to sit in his wheelchair, and let his mother drive him around."^TNG07

Tommy is self-centered and wallows in self-pity in contrast to the efforts of Judy to move beyond her handicaps. Her interest in teaching the disabled to adapt leads Judy to study Physical Therapy at college.^TNG07
