Norman Niven (also referred to as Norm) is Judith (Judy) Niven's father. He first appears in The Next Generation, where he is working at the Farm Center in Arvada Center. He (unlike his wife Irene) encourages his daughter to do as much as she thinks she is able to do.

Some time after Judy marries Ken Sorensen, he leaves his wife and retreats to a life as a hermit in a hunter's cabin on the far side of Turtle Hill, outside of Spearfish Lake. We next encounter Norm in 1993, 10 years after The Next Generation begins, in chapter 9 of Runner's Moon, when Judy shows up and gets a dogsled ride with Josh Archer to visit her dad.

Later, in chapter 8 of Facing the Storm we find that Norm is leading some of the dogsled adventure tours for Josh and Tiffany.
